The policy in relation to the ratio between occupiers parking and visitor’s spaces is set by the local authority.
Your first contact should be with the local authority Site Licensing Officer who can explain precisely what the site owners license requires him/her to provide assuming the license is not on display on the park.

A site licence should follow the Council’s general policy. Clearly if that number (whatever that is) is not provided then the owner will be in breach of his licence and you can take the issue up with the Council.
